Tell Concil, that is illegal to lease house for so many people. Whether he/she pay the tax for the sub-lease?   I don't think so. What will happen if he/she did not report the tax for sub lease, whether he/she have the right to sub-lease as contract? The owner and/or agent will be some trouble to let so many people live in a house.
Whether the owner want to become the big news in newspaper? I think I read few similar news few weeks ago......

I believe his/her PR application might can not be approved if he/she did like that and keep making mistake.

I really do not think LZ have any problem to appply their PR.
Some one need think themself in bleach of many law now!

I believe if the owner consult with his lawer, he/she won't write any letter to the relevant party(ies).

I suggest LZ to save the reply of someone in case you have to go through the leagl action.
