求各位高手解释WOVR

打算购进一辆二手车。在VICROAD查到此车有WOVR记录，具体如下：
Has the vehicle been entered on the Written off Vehicles Register(WOVR)? Yes
On what date was the vehicle entered on the WOVR? **/**/2008 In VIC
Was the write off reported as repariable?         Yes--inspected and may be eligible for registration
The reported location & severity of damage was?       Driver side    Heavy Panel damage
                                                      Driver rear    Heavy Panel damage
**为具体日期，在此略去。
在Vicroads获得此车上述信息前，在看车时，车主说过此车驾驶员一侧刮伤过，但已经修好。在外观上很难看出来。
想请教各位高人，在什么情况下车才会有WOVR？是不是说，有WOVR的车很差？
