The salary sounds right for most call centre jobs here I think. If you are working as a casual, you can get more ( >$20 per hour), but you don't have any annual leave or sick leave entitlements.
Also, you should find out if it's 38k-40k including superannuation or 38k-40k plus super. Super should be 9% of the salary.
A job in the call centre can be quite stressed in busy times or in trouble times (like tax return period, or when system is down, etc). But some days you may only get a few calls. It all depends.
I've seen people start working in the call centre then be promoted to other roles and it usually takes at least 6-12 months depending on your luck, your company and how good the bosses think you are. Be confident, and work hard, then I'm sure you should be fine!
The requirement for English, in a western company, is not that your English has to be pefect, but that you can explain things clearly in English to the customers. There are a lot of people from India, South Africa, UK etc that work in the call centre here. There are travellers that just want to earn the money to pay for the trip. There are old locals who do not have much qualifications. Then there are a lot of young university students who are doing it as part time job to support their study and living costs.
I think you can take it as a job to start with. If it takes you to a career that you like, then take every opportunity to get promoted in the company. If not, at least it gives you local experience and references for your future job hunting.
