维州公路局最近出台新的法规，从11月9日起，将允许驾车者使用手机作为GPS设备。但是在乘车期间，驾车者仍不允许持手机或者将其放在大腿上，即使手机的状态为关闭。若手机放在特殊的支架上，驾车者仍可拨打或接听电话，或者听音乐，但是其他如看视频、发信息以及玩游戏则不被允许。

　　VicRoads发言人表示，新条款区别于此前对于只能接听电话的限制（即使手机被置于特定的支架上）。该发言人在声明中称，“现在不论有没有使用特殊支架，驾车者都能在开车时拨打或接听电话。新条款还允许手机作为GPS,但是这仅限于手机固定在专用的支架上。”

　　新条款将影响到iPhones（使用TomTom、Navigon和Sygic所制造的应用软件）、诺基亚（Ovi Maps）、Telstra电话（Whereis Navigator GPS）以及其他移动手机能够充当车内导航系统的公司。违反新法的驾车者将被处以234元的罚款并扣三分。

　　VicRoads表示，调查发现使用移动手机的驾车者出车祸的几率比没有的人高出三倍。
英文原文：Please be informed that from the 9th of November this year, it will be illegal to place a mobile phone in your lap or touch a mobile phone while driving. Instead, you must use hands free equipment and secure the phone in a commercially available cradle. This applies to GPS units also.

It is believed that the fine for a violation will be in the order of $250 + 3 demerit points.

Mobile phones

Using a mobile phone while driving is prohibited except if:

*--The driver is making or receiving a phone call on a hands free unit.

*--The phone is secured in a commercially designed holder fixed to the vehicle.

*--The phone can be operated by the driver without touching any part of the phone.

All other functions (including video calls, texting and emailing) are prohibited.

Holding the phone (whether or not engaged in a phone call) is also prohibited. Holding includes resting the mobile on the driver's lap.
