第一份acs结果等了快3个月，CO一直在耍我，
不知道我现在马上申请一份新的acs申请如何？
会有冲突么？

it will take another 12 weeks ...

why not send the materials another time and tell Rachel about it

the CO is only doing his/her job and will not do things against you

thanks for your comment, but... what if she continues to say that this time she still cannot find my additional material.
In fact, this time is her second time to misplace my application mails already
she has the record............
