问我填不了eVisa 885的申请表是因为不在境内么？

持476签证，登陆过一次，现在国内，想先填一下885申请表
填了护照、签证号等个人信息并确认后，系统提示：
The following errors have been encountered:

* 1. Departmental systems indicate that you are unable to make an application for this visa online

错误跳转到第一页，就是选择申请885签证那一页。

这是说明e-visa系统可以查询我的出入境记录发现我不在境内所以不能申请885，还是别的原因？

885只能在境内申请，系统会自动拒绝不符合条件的人

类似的，网上入籍申请，如果不符合居住时长条件，也不能事先"预填"

你出境时候给你盖章的可是移民局。移民局知道每个人在境内还是境外。

移民局负责边界口岸管理"人"，海关负责"物"，也就是进出口，关税，检验检疫部门负责生态安全。

如果是Paper的申请，一入境就可以寄出

eVisa一般是立刻的但也可能要过夜处理后才生效
