14登录第十五天 P/T 简历准备，第一套house结果又被拖了1天，下载昆士兰驾驶电子档guide

一登录澳洲马上就感受到了经济的压力， 慢慢用心一体谅，如果真是在这里有个工作， 哪怕只有8块一个小时， 也会发现实际上的物价并不算贵， 和国内的收入支出相比， 只能算是很便宜了^_^， 了解了一些先来的学生， 有一个小时18刀的给别人打工， 有一个小时30-50刀自己做生意的， 生意据说也是买的或者从别人那里接过来的， 所以算是很高的了， 每周把学生限额打满， 那就是30X20=600刀， 做一年， 那就600X50=30000刀， 不比full time少多少， 照样买车买房了， 呵呵。 所以我需要先把简历准备好， 一旦语言课不是压力太大就交出去找份工作减轻一下压力。 上课之间最好做一些计件类的活， 有点技术含量的最好， 一来不辛苦，二来时间自由。当然这得看个人机缘和背景了， 其实刚来做做接触客户的活还是很不错的， 能很快提高你的听力和口语， 前提是你的老板能给你足够的容忍程度， 呵呵。
房子久拖不决已经暗示了结果， 我们除了有点难过， 别无他法只能继续去找新房子了 ^_^ 现在住的离学校太远了， 整整4个zone， 交通费用的支出也太多了.

15登录第十六天 southbank taff 做免费的驾照翻译研究。

southbank TAFF Adult&nbsp;Migrant&nbsp;English&nbsprogram&nbsp;(成人移民英语计划AMEP), 可以免费帮忙翻译驾照，不过需要你是登陆不到两年的PR，而且要有JP（太平绅士）的签字，一般在银行都有JP的。留学生可以翻译驾照以后一直使用到你的签证到期，PR是只能使用3个月，然后就需要考当地驾照了，所以应该抓紧找车找教练适应这里的右驾驶靠左行驶。

初步了解到这里的消费水准吃红灯200，超速150，呵呵，所以一定要好好学阿，惩罚好贵哦

16登录第十七天 开始上12周EAP语言课报名，分班考试，结识新同学。

呵呵，报名当天还是挺可怕的，真的和回到中国学校一样，乌泱泱的一大群人在排队，绕了N多圈， 完全找不到队尾了，
然后满屋子里都是中文，有各种口腔和方言，但都是中文，好壮观啊，呵呵。整整350人参加这次EAP课程， 每个班15个人，整整24个班，还是亚洲学生占了90%以上。
早上先来了两个考试，一个阅读，一个写作，以次作为分班的标准，实际上不是为了分level，只是不愿意发生一个班整体水平都很差的状况发生， 所以没有什么可担心的。
EAP的pass标准是50分和65分， 最终成绩拿到65分以上可以直接上各自学院去上专业课。 如果50分，就需要上bridge课程，就是2门专业课和2门英语课程同时上，会导致整个学习时间多了一个学期。
介绍完老师，吃完学校免费提供的午餐，下午就是学校熟悉和办理学生卡的过程，由于我早来办理过，所以和新认识的朋友去city找一切可以利用的免费资源，呵呵
我们坐着学校的免费班车来到GP校区，然后冲到昆士兰银行喝了两杯免费咖啡，又去了casino吃了免费的小皮萨（需要申请免费的会员卡），casino一般会送2杯免费咖啡，其他饮料免费不限量吧， 呵呵，没搞明白，又到了一个留学中介大堂里看了很多报纸和杂志，这里也有免费的饮料和咖啡， 呵呵，今天确实享受了太多免费餐了，呵呵。开心啊

17登陆第十八天 学校组织免费lone pine sanctary参观，找到短租st lucia， 第二次尝试烤肉，买月票出错经历换票

呵呵，悲惨的状况发生了，学校居然带我们免费去前两天我刚刚自己去过的lone pine考拉园玩，我可是花了20刀门票阿，55555~~~ 好多杯咖啡都免费不回来了，呵呵。 不过毕竟是第一次集体活动，所以还是决定去了。考拉园里我还是最喜欢喂袋鼠，还可以和袋鼠勾肩搭背，嘿嘿，这里的明信片很漂亮，7刀10张。稍微有点贵，不过还是值得吧。

今天在St lucia找到了一个短租，从11月到明年2月，3间卧室300一周，个人觉得很不错。希望可以顺利入住吧，毕竟这里也是zone2，我的月票一下就降了50多刀。哈哈。

今天帮别人买月票居然忘了check，虽然也是1个zone，但是不是我需要的那个区，所以回到家发现以后马上坐车去换，但是售票厅告诉我如果超过1个小时他们是没有权利换得，我必须要去中央车站，好在不远，不过车站的售票小伙却说不能换，好在我买票的时候那个申请表不是我填的，据理讲了一通，他打了N个电话好，终于不在和我计较， 呵呵， 吓死我了，要不又76刀没了，呵呵。

18登陆第十九天 尝试煮玉米，烤肉，意大利面，申请OSHC网上申报，

澳洲的玉米还是很好吃的，很甜，学了一种煮玉米的方法，有兴趣的筒子也可以尝试一下
煮锅把水烧开，放入整整一大勺盐，半勺糖，然后放入玉米慢煮，等20分钟，就可以拿出来吃了，味道很不错哦^_^

现在烤肉是越来越熟练了，而且发现很方便，提前腌一下，然后扔到烤炉就不用做什么了，比炒菜方便多了，吃的也爽，哈哈。

OSHC是留学生必须要买的，一般来之前钱都交过，我们要做的就是拿到我们的卡，

在这个网站的students-order a membership card, 输入你拿到的Coe的号码（一般是你的学号），应该就可以查询到状态了，之后你可以去city里的medi bank填表，也可以等吧， 每个学校的流程不是完全一样， 拿到这个卡就可以去看医生了。

如前所诉，在这里如果能开始赚钱 马上就可以减轻很夸张地经济压力（主要是精神的，呵呵 ）
所以开始考察了一下澳洲市场，不过这里就不讲了，呵呵，怕我还没开始就没市场了，嘿嘿
不过我可以给一些这里注册公司的流程

        在澳洲成立及经营任何商务，均须在商业登记局(AUSTRALIAN SECURITIES COMMISSION)登记。除了少数外，澳洲的商业机构可分作三大类。
       
        (1)普通商业登记；
       
        (2)私人有限公司(PTY LTD)；
       
        (3)公共有限公司(PUBLIC COMPANY)。
       
        &nbsp; &nbsp;&nbsp; &nbsp;普通商业登记俗称无限公司，其成立过程十分简单，申请登记者先选择一个商号名称(Business Name)，然后到商业登记局领取及填写一张很简单的表格，并付登记费75澳元便可，如你选择的名称不与任何现有商号冲突，商业登记局便于三周内发出商业登记牌照。如所选择的商号已被他人取用，则须另行选择其它名字。这种商业登记即可独资，也可多数股东合股，适宜小型生意采用。
        &nbsp; &nbsp;&nbsp; &nbsp; 私人有限公司须按照各省的公司法组合，其成立方法十分复杂，需请会计师、律师或专门代客成立公司的机构代办，政府收费和代理费用由1500澳元至2,000澳元以上不等。私人有限公司须有股东及董事二名以上，其最特出的要点是“有限债务”权，公司在成立后有自己的独立身份，与股东的个人资产，在一般情况下并无关联。私人有限公司在澳洲是无须审计的，相当适宜中小型机构。澳洲的公司均以这种体系成立。普通商业登记也可以是私人有限公司下属分部。
        &nbsp; &nbsp;&nbsp; &nbsp;公共有限公司是较大型的组织，成立过程比私人有限公司更复杂，而且有指定的最低股东人数。政府对这类公司的管制甚严，公共有限公司分为上市公司及非上市公司两大类。因为这类公司是属于大型机构的体系，并不适合运用于一般商户。
        &nbsp; &nbsp;&nbsp; &nbsp; 在税务方面，按普通商业登记法成立的机构，是属私人机构，营利抽税将按照投资股东的个人入息税率抽税。
        有限公司有其独立体系，在税务上亦与股东个人入息分开。公司的营利税率目前是33%，抽税后的派息是免税的，并不会成为股东个人入息的评税项目。
        &nbsp; &nbsp;&nbsp; &nbsp; 新移民在组织公司时须注意股东是否为澳洲居民。如股东有25%左右是海外居民，这公司便可能被当作海外公司处理，须向财政部另行办理外资经商的手续。除了商业登记之外，很多行业还须申领营业牌照。商店类的生意须要向当地的市政府领取牌照，进出口生意则有很多进口限额规定。此外，很多其他行业，如专业办事处，水电工程，建筑工程等等均有个别的工会或其他组织管核。如欲开业，必须先领牌照。申请牌照的手续难易及所需条件因行业而异，并不能统一处理。在外资政策上，澳洲鼓励外资的进入，但一直保留着外资审查体制。该体制对一些敏感行业和投资金额巨大的外资项目实行“项目申报”(Notification)和“预先审批”(Prior Approval)。97年以后，澳洲政府进一步放宽了外资审批手续，加大了吸引外资的力度，其目标是使澳逐步发展成为全球金融中心和“精品加工中心” （Manufacturer of Excellence)。
        &nbsp; &nbsp;&nbsp; &nbsp;&nbsp;&nbsp;除了入息税之外，附带在商业上的税务项目较多，最普遍者为以下数项：
        &nbsp; &nbsp;&nbsp; &nbsp; -营业税(SALES PAX)
        &nbsp; &nbsp;&nbsp; &nbsp; -进口税(IPMORT DUTIES ETC)
        &nbsp; &nbsp;&nbsp; &nbsp; -印花税(STAMP DUTY)
        &nbsp; &nbsp;&nbsp; &nbsp; -银行帐目来往税(FID及DEBIT TAX)
        &nbsp; &nbsp;&nbsp; &nbsp; -员工税(PAYROLL TAX)
        &nbsp; &nbsp;&nbsp; &nbsp; 营业税是货品转手时抽取的附加税。抽税点通常是在转卖结终用户时抽。营业税率较高，可达百分之二十以上。进口税因货而异，可高达百分之一百以上。其它税项数目较少，对营业影响不大。
        澳大利亚企业的所得税率为30%，无免税。合伙企业和投资公司无需交纳收入所得税。
        &nbsp; &nbsp;&nbsp; &nbsp; 除上述之外，还有1.5%的医疗保险，如一家个人企业收入在,000以上，并没有医疗保险医院，那么他的附加税是1%。如果夫妻两的收入超过0,000，并没有医疗保险医院，在此情况下，一个家庭的附加税是1%。
        低收入者和靠退休金生活的人们部分税金可作抵冲。
       
        &nbsp; &nbsp;&nbsp; &nbsp; 在澳洲拥有一个合法的生意，不担可使自己有合法的收入，还可以使你的许多必须的费用变成合法的可退税及减税消费，特别是家庭式生意，如果你的住宅既为办公地址，则房租水电，汽油费等至少部分都可作为合法的生意消费。
        在澳大利亚做生意有两种方式：一个是购买一个生意，另一个是自己建立一个生意。
        购买一个生意即既将原生意主的商店，货物，进货渠道，租约，用户群一起购买下来。这对新移民来说是一个最简洁的生意投资方式，但购买一个生意最少要花月利润十倍以上的价格。购买生意首先观察其地理位置及用户群，是否有同行竞争。将生意建在流量大的商场内，或交通不很方便但居民相对富裕的地区都是很好的主意(澳洲本地人除了每周一次到大商场购物外，其余时间更喜欢就近购买零散物品，即使其价格高50%也不计较)。在购买前最好请会计师为你核算一下原生意主提供的资料，看是否有利润合适。请律师为你参考出主意，办理购买手续，以免购买生意后留下一大滩后遗症。
        &nbsp; &nbsp;&nbsp; &nbsp;&nbsp;&nbsp;自己建立一个生意远比购买一个生意省钱得多。在澳大利亚如果你不是做进出口或大生意，又有一些不大的收入，并希望这些收入合法化则你必须注册澳大利亚生意-而不必注册为有限公司。注册生意要求申请人在十八岁以上，居住在澳大利亚。自创生意大慨有以下步骤：考察你所想做的生意的位置和用户群，是否有同行竞争。除非在人口特别密集地带，否则尽力不做重复的生意。减价的竞争累己累人又没有效益。咨询当地政府是否允许你在所计划的地点建你所要建的生意。核算所建生意的费用、设备投资、货物投资、至少三个月的房屋压金、装修及广告牌，如果你的生意需要执照牌的话这是一笔不小的费用，生意保险等。如资金不够，是否找到贷款机构。在澳大利亚基金、银行等都提供生意贷款。如果需要的活也可请个会计师为你核算一下。注册生意及生意税号（ABN）、申请牌照（如需要的话）、注册公司（如需要的话）、产权商标注册（如需要的话）。
       
        &nbsp; &nbsp;&nbsp; &nbsp; 在进出口业务方面，以自然人的形式和以法人形式从事进出口业务也有许多不同，主要在于：以法人形式的，将持有公司代码，在进口货物报关时可以申请延迟交纳消费税(GST)，待货物销售后再补交消费税；以自然人形式的，在进口货物报关时必须如数交纳消费税。在澳大利亚，以自然人形式从事进出口业务的情况较少。
        如若注册澳大利亚公司从事进出口业务，需要办理以下手续：
        1、在澳大利亚“证券和投资委员会”(Australian Security & Investment Commission)注册企业。注册企业的程序包括选定公司名称、设立公司章程、获得公司出资人同意、提交注册表格。在注册表格中，企业可声明其将从事进出口业务。“证券和投资委员会”接获企业注册申请后，将颁发企业注册证书和公司代码(Australian Company Number)，此号码为各企业专用的9位数字码。注册公司时，注册人无需递交资质证明，注册的资本可为1澳元。
        2、在澳税务局进行税务登记，并获得商业代码(Australian Business Number)，此号码为“公司代码”前加两位数。
        3、企业可在海关进行登记，获得货主代码(Owner Code)。有此代码，企业在从事进口业务过程中可以申请延迟交纳“商品和服务税”(GST)。货主代码并非必须申请的事项。
        4、澳海关对欲从事进出口业务的企业没有条件限制和资格要求。
       
        &nbsp; &nbsp;&nbsp; &nbsp; 正所谓“针无两头利”，成立公司也存在缺点：公司法例（Corporations Law）规定所有公司在成立后要保存数目帐户及一切往来帐目，相当费时失事；成立公司要缴纳460澳元给澳洲证券专员（Australian Securities Commission），除此每年要付年费，私人公司152澳元，而公共公司要460澳元，以及会计费用；若不依照公司法例，可能随时受罚，通常是500澳元；若犯上严重错误，如被控告身为公司董事行骗或欺诈等，可被罚高达50,000澳元及入狱；用公司名义投资，在执行上亦有税务问题，所有在通帐率以下的增值全纳入公司盈利中，在公司来说，这增值是免税的，但是派红股或清盘时要由公司分给股东，但因公司从没有缴纳任何公司税，所以这免税增值要当入息派给股东，再加付入息税。相反的，若公司由亏损情况出现，所亏损的不可派予股东来减低私人税项，只可累积在公司内，与将来公司的入息相抵消。

开始第一天上课，看到了自己的分班情况，分到了台湾班，6个台湾，4个大陆，1个香港，3个沙特，1个印度，1个泰国，呵呵，foreigner看到我们这么多中国人，都快哭了，老师也超无语。哈哈
老师是我喜欢的local 美女，所以上课超有精神拉。

课程不难，就是作业太多了，看来是没空打工了，等以后吧，日子还长着呢。

QUT EAP的服务还是很赞的，不光ILC可以使用，图书馆也是完全开放的，可以借15本书，借期1个月，可续借，很爽，至少我不用买英英字典了，呵呵。

Driving in Queensland on a foreign licence

What is a foreign driver licence?
A foreign driver licence is a licence to drive a motor vehicle issued to you under the law of another country.

When can I drive in Queensland on my foreign driver licence?
carry your licence with you at all times when driving and immediately show the licence and a recognised English translation (if required) to a police office when asked to do so.

When am I not allowed to drive in Queensland on my foreign driver licence?
You must not drive in Queensland on your foreign driver licence if:
you have been disqualified from holding or obtaining a driver licence by an order of an Australian court
your authority to drive on the licence has been suspended or withdrawn.

When would my authority to drive in Queensland on my foreign driver licence be suspended?
Your authority to drive in Queensland on your foreign driver licence will be suspended if you have:
not paid any fines imposed on you by a court
accumulated an excess number of demerit points on your traffic history
been convicted of driving at more than 40 kilometres per hour over the speed limit.

When would my authority to drive in Queensland on my foreign driver licence be withdrawn?
Your authority to drive in Queensland on your foreign driver licence will be withdrawn if you:
become medically unfit to drive safely
are an Australian citizen and you have been residing in Queensland for three months
are not an Australian citizen, but before you took up residence in Queensland you were given a resident visa and you have now been residing in Queensland for three months
are not an Australian citizen, but after you took up residence in Queensland you were given a resident visa and you have now been residing in Queensland for three months since getting the visa.
Note: A resident visa means a permanent visa or a special category visa under the Migration Act 1958 (Commonwealth). These visas allow a person to stay indefinitely in Australia. Other visas, for example a temporary, business or guardian visa, that allows a person to stay in Australia for a limited time, or until a certain event happens or while they have a special status, is not a resident visa.

I hold a foreign driver licence. How do I get a Queensland driver licence?
To apply for a Queensland driver licence for the same class as your foreign driver licence, you will need to:
complete the Driver Licence Application/Renewal form (F3000)
show your foreign driver licence and a recognised English translation (if required)
show your supporting evidence of identity including Queensland residency documents
declare that you are medically fit to drive the class of motor vehicle.
Note: If you have a medical condition that is likely to adversely affect your ability to drive or ride safely, you are required to show a medical certificate from your doctor stating that you are medically fit to drive or ride safely.
pay the licence fee.
You may also be required to:
pass an eyesight test
pay the road rules test fee and pass the test
pay the practical driving test fee and pass the test.
Refer to the licensing and overseas licence holders areas for more information about obtaining a Queensland driver licence.

I have difficulty understanding or speaking English. What arrangements may be made to help me get a Queensland driver licence?
We can organise an interpreter to assist you during your road rules test if you have a genuine difficulty in understanding or speaking English.
However, you may need to tell the licence issuing officer what a number of selected traffic signs mean without the interpreter's help.

How do I learn about the road rules?
To learn about the Queensland road rules and generally driving in Queensland, you may either:

Sample test questions
Class C (car)
There are 30 questions in the general road rules test. The questions have multiple-choice answers. This means each question has a number of possible answers. You must mark the correct one.

The test has two main sections. In the first section, you must correctly answer nine out of the 10 questions. In the second section, you must correctly answer 18 out of the 20 questions.


Class RE or R (motorbike)
You only have to correctly answer four of the additional five questions applying to motorbikes to pass the test.

If you already hold a class RE licence, you are not required to pass a road rules test for a class R licence.


Class LR, MR, HR, HC or MC (heavy vehicle)
If you already hold a car or motorbike licence, you will only have to correctly answer eight out of the additional 10 questions applying to heavy vehicles to pass the test.

If you already hold a heavy-vehicle class of licence, you are not required to pass a road rules test for a higher class of vehicle.

You are only allowed to do one test a day.

3. vehicle registration duty. (previously called 'stamp duty').
From 1 January 2008
Vehicle registration duty rates will increase, based on the number of cylinders or rotors of a vehicle.
The new rates will be:

• For hybrid vehicles (with any number of cylinders) and electric vehicles the rate will remain unchanged at $2 for each $100 and each part of $100 of the dutiable value of the vehicle.
• For vehicles with one to four cylinders or two rotors and a steam vehicle the rate will be $3 for each $100 and each part of $100 of the dutiable value of the vehicle.
• For vehicles with five or six cylinders or three rotors the rate will be $3.50 for each $100 and each part of $100 of the dutiable value of the vehicle.
• For vehicles with seven or more cylinders the rate will be $4 for each $100 and each part of $100 of the dutiable value of the vehicle.

Safety certificates

What is a safety certificate?
In November 1999, the safety certificate replaced the roadworthy certificate. A safety certificate covers basic things that could affect the safe operation of the vehicle, such as:
tyres
brakes
steering
suspension
body rust or damage
windscreen
lights.
The safety certificate is designed to offer buyers better protection. A vehicle with a safety certificate has undergone a safety inspection before being offered for sale, so buyers can be sure the vehicle is safe to drive. This means there will be fewer unsafe vehicles on Queensland roads, reducing the likelihood of crashes caused by defective vehicles.

What vehicles must have a safety certificate?
In Queensland you must obtain and display a safety certificate on any registered light vehicle from the moment you offer the vehicle for sale. Vehicles include cars, motorbikes, caravans, trailers (0.75–3.5 tonnes [t] aggregate trailer mass) and any other vehicles up to 4.5 t GVM.

When can vehicles be sold without a safety certificate?
The only time vehicles do not require a certificate is when they are unregistered or when they are traded to, or between, licensed motor dealers. Vehicles can still be sold for parts or restoration, but they must be de-registered before being offered for sale.

Who issues safety certificates?
Safety certificates can only be issued by approved inspection stations. These are service stations, garages or workshops which have been approved by Queensland Transport to conduct inspections.

Does this apply all over Queensland?
You need a safety certificate to sell used vehicles in most parts of Queensland. Some rural and remote areas are exempt. Phone Queensland Transport on 13 23 80b for more information.

How long are safety certificates current for?
Make sure certificates are current. For dealers, certificates must have been issued in the three months or 1000 kilometres before sale—whichever comes first.

For private sellers, safety certificates must have been issued in the two months or 2000 kilometres before sale, whichever comes first. A new safety certificate is required each time you sell the vehicle even if it is within the two months or 2000 kilometres.

What are the safety certificate conditions of use?
A safety certificate cannot be used for more than one transfer. This means if you are selling a used vehicle and have obtained a safety certificate for this vehicle, the person who buys this vehicle cannot then use this certificate if they sell the vehicle. Also, the safety certificate cannot contain any alterations.

Displaying safety certificates
Safety certificates must be displayed in a very obvious place, for example:

motorbike—front forks or guard
car—windscreen or window
trailer—draw-bar.
If you fail to display a safety certificate on the vehicle from the moment you offer it for sale you will receive an on-the-spot fine of A$500.

Buying/selling checklist
Print these checklists and use them when buying or selling a used vehicle.

Buyer's checklist:

Check that:

the registration certificate is in the seller's name—although this is not proof of ownership
the vehicle has a current safety certificate and has not expired
the safety certificate is displayed on the vehicle
the safety certificate identifies the issuing approved inspection station
the vehicle has been inspected by an independent mechanic
the vehicle has a current gas certificate (if applicable)
both sections of the Transfer of Vehicle Registration Application form (F3520) have been completed.
You are also advised to do a Vcheck to ensure that the vehicle is not:


financially encumbered—this could result in the vehicle being legally repossessed
written off
stolen.
If you buy a vehicle from a motor dealer, they must supply a Register of Encumbered Vehicles (REVS) check.

Seller's checklist:


Make sure:

you have contacted an approved inspection station to arrange an inspection
you have obtained a safety certificate
the safety certificate identifies the issuing approved inspection station
the safety certificate is displayed correctly on the vehicle for sale
the safety certificate has not expired
a current gas certificate is provided upon sale of the vehicle (if applicable)
both sections of the Transfer of Vehicle Registration Application form (F3520) have been completed
you (seller) keep Part B (Proof of Transfer/Notice of Disposal) of the Transfer of Vehicle Registration Application form
you keep the yellow copy of the original safety certificate
you keep the above documents as proof of transfer until the vehicle is transferred out of your name.
