There are seven steps you will need to go through to get an open driver licence in Queensland:
1. Written road rules test
2. Learner licence
3. Practical driving test
4. P1 provisional licence (大于等于25岁可跳过此阶段)
5. Hazard perception test
6. P2 provisional licence
7. Open licence
大致流程如下所述：
1、报名考交通法规Written road rules test ，笔试通过后取得实习驾照Learner licence，简称L牌。 在实习驾照期间必须在F牌持有人陪同下才可上路，不可单独驾驶。12个月实习驾驶期内，满足100小时驾驶，包括10小时夜驾的记录；
2、报名参加风险意识考试Hazard perception test和路考Practical driving test，考试通过后直接取得P2驾照(绿色)，简称P2，P2开车12个月后；
3、可申请Open Licence，这个就是F牌吗？

• be at least 16 years of age
• complete the Driver Licence Application/Renewal Form (F3000), show suitable evidence of identity and Queensland residency documents
• pass an eyesight test, if required
• declare that you are medically fit to learn to drive the class of motor vehicle. Note: If you have a medical condition that might affect your ability to drive safely, you are required to show a medical certificate from your doctor stating that you are medically fit to drive or ride safely
• pay the road rules test fee and pass the test
• pay the required learner licence fee.
即申请L驾照，要求填写申请表Driver Licence Application/Renewal Form (F3000)，如有需要进行视力测试，在身体健康陈述表上签名，缴纳交规考试费用并通过该笔试，缴纳L驾照工本费。

If you are transferring your learner licence from interstate or overseas the process is slightly different.

Transferring an interstate or overseas learner licence
Interstate, overseas and New Zealand drivers who hold a current car (class C) learner licence issued before 1 July 2007 can transfer their learner licence to a Queensland learner licence after 1 July 2007 without having to complete 100 hours of on-road driving or hold their learner licence for 12 months. You are only required to hold a learner licence for 6 months. The length of time you have held your interstate or overseas learner licence within the last two years will count towards these 6 months (the date of issue on your learner licence will be used to calculate this).
If you renew or have your learner licence reissued after 1 July 2007 you will be required to meet all other requirements to gain your licence (including 100 hours of on-road driving experience recorded in your logbook and hold your learner licence for a mandatory period of 12 months).
国内驾照说来说去，就是看驾龄长短能否免除100小时的驾车经验记录，还有就是驾龄3年以上者，是否可跳过P阶段，直接考Open Licence，我还不是很清楚，请各位自己研究。

2、如果等于大于25岁，可以跳过P1阶段，直接从L晋升到P2

If you are over 25, you will commence at the P2 stage and must display green P plates.
To apply for a P1 or P2 provisional licence you must:
• be at least 17 years of age
• have completed 100 hours (or equivalent) of supervised on-road driving experience (in a manual or automatic car), including 10 hours at night. This must be recorded in a Queensland learner logbook and be assessed and passed by Queensland Transport (for drivers under 25).
• hold and have held a learner licence for the class of vehicle you are learning in for at least one year. Note: This requirement only applies to a person who is applying for their car licence (class C) for the first time.
• pay the practical driving test fee and book the test
• complete the Driver Licence Application/Renewal Form (F3000)
• show your evidence of identity
• pass an eyesight test, if required
• declare that you are medically fit to drive the class of motor vehicle. Note: If you have a medical condition that might affect your ability to drive or ride safely, you are required to show a medical certificate from your doctor stating that you are medically fit to drive or ride safely
• pass a practical driving test in a vehicle that is representative of the class of vehicle that is authorised to be driven under the class of licence you are applying for
• pay the licence fee.
从L驾照考P2(超过25岁可以直接从L到P2，跳过P1阶段)，需要L驾照期间满足100小时(或相当于)实际驾驶经验，包括10小时夜驾经验，必须在记分表learner logbook上记录，并交给昆州交通局审查(不足25岁)；首次申请C照的申请人必须满足已经持L驾照驾驶同类型车辆至少1年时间，预约路考并缴纳考试费用，填写申请表Driver Licence Application/Renewal Form (F3000)，身份证明，如有需要进行视力测试，在身体健康陈述表上签名，通过路考，缴纳P2驾照工本费。跳过了P1阶段，因此还要考一个危险意识测试，Hazard perception test。 (这里有疑问，不是很确定，是不是先要考这个然后再路考阿？)
3、P2拿了至少12个月后，可申请Open Licence

Applying for an open licence
Simply visit a Queensland Transport customer service centre, authorised Queensland Government Agency Program office or licence issuing police station.
To apply for an open licence for the same class as your provisional licence you must:
• hold, and have held, a provisional licence for the required period
• complete the Driver Licence Application for (F3000)
• show your evidence of identity
• pass an eyesight test, if required
• declare that you are medically fit to drive the class of motor vehicle. Note: If you have a medical condition that might affect your ability to drive or ride safely, you will be required to show a medical certificate from your doctor stating that you are medically fit to drive or ride safely
• pay the licence fee.
从P2申请Open Licence需要：拿P2驾照驾驶至少12个月，填写申请表Driver Licence Application/Renewal Form (F3000)，身份证明，如有需要进行视力测试，在身体健康陈述表上签名，缴纳驾照工本费。难道不需要考路考？？直接晋升？？
