After I read the article second time and think it through, I felt it makes sense but logically wrong. The railway industry by no means can be comparable with ICT. The latter is much much more pervasive than the previous in modern life. Now days more and more non-trivial business are built on ICT. Like electricity, ICT has become an indispensable part of society's infrastructure. Could you imagine the world without computer networks and software??
ICT is not going down. Neither in 10 years time. Specific technologies come and go. But ICT industry will maintain an upper trend.
There must be a reason for Tim Chen to resign. But that's not because he foresee a gloomy future of ICT industry.
