我的理解是，如果扫描成彩色，则用原件扫描即可，不需要公证件。如果是扫描成黑白，需要公证件扫描。
也就是说，无论是原件还是公证件，彩色扫描都是可以的。但是黑白扫描只接受公证件，不接受原件。
