How will the changes to PELS affect current students?<br>
All students accessing PELS in 2003 or 2004 will continue to have access to PELS, which is indexed by movement in the Consumer Price Index (CPI) until the end of 2008, unless they:<br>

complete their current course; <br>
<br>
discontinue their enrolment without formally deferring; or <br>
<br>
complete another award at the same level as their current course. <br>
<br>
This means that most students accessing PELS either this year or next year will be able to complete their course using PELS, which will continue to be indexed with the CPI. PELS debts are combined with HECS and HECS-HELP debts, so students who keep accessing PELS as indicated above will retain their access to a bonus for voluntary repayments. From 1 January 2005, the bonus for voluntary repayments of $500 or more on HECS-HELP debts will be 10 per cent.<br>

The new HELP repayment thresholds will apply to all people with a PELS debt. The new thresholds are shown in Table 4.<br>
