11月24日起澳洲公民或PR父母将获得更长时间的676旅游签证,以方便来澳探望子女.将引用新签证条款8558.该条款规定676签证持有人在任何18个月期间在澳居住时间不超过12个月.申请这种延长时间676旅游签证,签证条款除原来的8503No further stay条款外,可能会再加8501,在澳期间必须购买医疗保险及新8558条款.

大家讨论下这个变化如何？

根据Migration Legislation Amendment Regulation 2012 (No. 5)，旅游签证sc676将从11月24号进行修改，新增条件8501和8558以推出父母长期旅游签证

以下为Migration Legislation Amendment Regulation 2012 (No. 5)关于sc676签证修改的说明：

amend the Principal Regulations to ensure that integrity measures are in place to prevent Subclass 676 (Tourist) visa holders becoming resident in Australia if they are granted a visa with a long validity period because they are the parent of an Australian citizen or permanent resident.  In particular, the Regulation  amends the Principal Regulations to:


allow two further conditions to be imposed on Subclass 676 (Tourist) visas, including a new condition preventing the visa holder from staying in Australia for more than 12 cumulative months in any 18 month period;

父母长期旅游签证条件：

1. 8501：The holder must maintain adequate arrangements for health insurance while the holder is in Australia.

签证持有人必须持有医疗保险

2. 8558（新增）：The holder must not stay in Australia for more than 12 months in any period of 18 months.

签证持有人在任意18个月内不能在澳洲境内居住超过12个月

Longer Tourist Visas for Parents of Australian Citizens & Permanent Residents (Update)
The proposed Longer Tourist visas for parents of Australian Citizens and Permanent Residents which was announced by the Minister on 4 September 2012 will probably be one of the changes to commence on 24 November 2012.

Minister Bowen has announced that parents of Australian citizens and permanent residents will be able to apply for Tourist visas to visit Australia for longer periods of stay than is currently allowed.

DIAC has announced that it will consider granting on a case by case basis:
•        Tourist visas of up to five years' validity with 12 months stay on each entry for parents who are outside Australia and in the Parent (Subclass 103) visa queue; and
•        Tourist visas of up to three years' validity with 12 months' stay on each entry for parents who are outside Australia and not in the Parent visa queue.

Parents granted these longer Tourist visas will also:
•        Be expected to hold health insurance to cover any healthcare costs during their stays;
•        Have visa conditions limiting applications for further visas while they are in Australia; and
•        Be expected to maintain extended periods of absence between visits to Australia.

The changes are expected to be implemented in late 2012.

这个政策好，亲属旅游签证呢，是否也可以更长点？

这个政策对我家很有利，这样在申请父母移民签证拿到之前，在澳洲住满一年后回国，间隔只需半年了。

如果在申请过程中，用5年的签证往返，等待15年左右，费用也挺不便宜的
《签证费+往返机票费（18月往返一次）+保险费》*等待年限(以5年计一次来算）

如果是父母等待签证（103），那体检是到什么时候？是排上队再体检？那父母年龄大了，体检不知能过关否？

我也在考虑是那种方式让父母过来合算

有人分析说，澳洲政府可能想借此签证慢慢取消父母移民，毕竟父母移民是只赔不赚（对于澳洲政府）

还有啊，如果申请了676，期间有半年，父母在国内，但676签证没到期，象这个父母在国内的半年期间，可以帮父母申请移民类签证吗？

是不是任意18个月在澳洲待的时间不能超过12个月，那么如果我先待了8个月回国了2个月再到澳洲待到4个月的时候必须离境4个月（6-2）才能再入境，对吧?是这么理解的吗？因为我没看到关于multiple entry的说法，是不是可以在3年（或5年）内无限次出入境？

我觉得你的理解是正确的；
此外，第二次离境4个月（6-2）后可以再待12个月了

这个签证之所以有利，不在于经济上的，而是在于父母未拿到PR之前，可以方便‘家庭团聚’

现在针对父母的这种好像出来了个专门的679，是5年的

如果帮父母办理移民签证（103）
1.在排队等待时间，按15年左右计算，那体检也要等排到再体检，也就是15年后。。。
那时，不知父母的身体能不能过体检关了。。
2.在等待期间，如果在澳境内，都需要买保险（等待期间，是没有medical care的吧？？？）
3.103下来了，也就是15年后，拿到PR，才有medical care（拿到PR,是否还要再买保险？一年费用大约是多少呢？？？）。
还要再住10年，才能拿到退休金。。相当于就是25年后，那时父母又有多大年龄？
综合算算，有可能还是143合算吧？就是143对子女来说，资金压力大

我今天问移民官，收到的回复：
但是后来我又致电去咨询了，说如果父母是第一次申请，不可以申请3年。

1、保险是在递交申请后，由签证官另行通知再购买的。保险无要求境外或境内购买，由申请人自行决定。保险的内容一般以健康保险为主

2、文件要求与短期676一样，同时需要附上在澳子女的签证文件证明和关系证明，例如在澳子女PR签证页加出生证证明或其他相关文件等

3、直接邮寄和亲自递交都可接受，但2012年9月10日起，提交申请流程有所改变，不直接寄给上海领事馆，详情请参阅以下网页，

Apparently this policy nourishes quite a few insurance companies... you need to pay for at least 12 month private health insurance before applying this 3-year visa.. for an elderly couple, this would come to about $2000 upfront..  
We pay for this 'convenience' after all..

that's how they determine that your parent do not intend to 'stay' in oz forever.. if you used to visit oz and returned in time, they'll feel free to trust you..

以前申请的时候都交过关系公正，再次递交申请3年的还要再交吗？

是的，在移民局网上也看到了这样的描述：
•18 months for parents who have
◦not previously travelled to Australia; and
◦have not applied for a Parent visa; or
◦have applied for a Parent (subclass 103) visa but are not yet in the Parent visa queue
由此可见，如果父母第一次申请的话只能拿到18个月的签证，真是失望啊！还有也不知道这18个月的签证是可以单次或多次自由出入的吗？有哪个TX知道的可否分享下？
