In general I understand the problem as:
1. The person applied for a short term contract position and if he was successful he would be paid $250 per 8 hour day. He was requested to attend an interview
2. Upon attending the Interview he was required to complete a work test "He was given a project specification which required him him to develop a plan",
3. He completed the plan which took 4 Hours from start to finish.
4.He was then offered a verbal short term contract for three weeks, at the rate of $250 per day. ( Three weeks work at $250 per day x 15 days = $3750)
5. He accepted the three week contract and performed three week's work in which time he completed the software development contract.
6 Upon finishing this short term contract he was offered ongoing work at the same pay and conditions. He refused to work under the same conditions.
7 Due to his refusal to continue working at the rate of $250 per day the employer refused to pay him the $ 3750 for the three week work period.

If the above circumstances are correct the employer has committed a "breach of contract" which is a Civil Offence.
However he should serve written notice upon the employer stating his case including an Invoice account for the work performed and the amount owing, and giving say one month to pay the account.
If the account is not paid, In Victoria, He can gain access to the Small Claims Tribunal Via VCAT (the Victorian Civil & Administrative Tribulal) ( 03) 9628 9755 or (03) 9628 9830
