Advice to Migration Agents Lodging Subclass 121 and 119 Visa
Applications as Decision Ready in eHealth Countries
The Department of Immigration and Citizenship has gradually been expanding the use of its
electronic health processing system known as ‘eHealth’. This system provides substantial
benefits with:
• improved client service
• paper-less and streamlined processing
• improved integrity.
Health results for paper based applications lodged outside Australia (such as subclass 121
and 119) currently take four to six weeks to process. However, with the introduction of
ehealth, approximately 75 per cent of eHealth cases will be able to be cleared automatically.
The remaining cases are generally processed within 48 hours – many within minutes.
To improve eHealth uptake rates, the department has been implementing ‘100% eHealth’
arrangements in certain countries

Where 100% eHealth arrangements are in place, it will no longer be possible to ‘front end
load’ health results for subclass 121 and 119 visa applicants. This means that technically,
these applications will not be ‘decision ready’.
Recognising that eHealth is beyond the applicant’s control, there are procedures in place
whereby a subclass 119 or 121 application can be considered decision ready – this is where
all applicants are outside Australia and yet to complete the health requirement,. Soon after
the application is received the administration team will create a Health Examination List (also
known as a ‘HAP letter’) and email this, along with the application acknowledgement and
receipt to the applicant or their authorised recipient.
When the applicant receives this letter they must arrange a health examination with a panel
doctor and take the Health Examinations List with them. Once they have completed the
health examination the applicant, or their authorised recipient, should notify the relevant
Permanent Employer Sponsored Entry (PESE) processing office of the date the examination
took place. The processing office will check that the health examination has been completed,
and if so, the application will be accepted as decision ready.
If the processing office is not notified that health examination has been completed within
three weeks of lodgement the application will be considered not to be decision ready and
placed in the queue
Important: Applicants attending health examinations in Australia do not need a HAP letter
and can still contact Medibank Health Solutions (MHS) for an appointment prior to lodging a
visa application, as long as they are able to advise Medibank Health Services of the visa
subclass that they intend to apply for. |
