The Gillard Government is considering a plan to allow an extra20,000 skilled migrants to Australia to supply desperately needed labour forthe resources boom.
Treasury bureaucrats are leading the pushfor Treasurer Wayne Swan to use the May Budget to not only outline a majoroverhaul of the welfare system to push disability support pensioners into work,but also to lift the skilled migrant intake with a particular focus on WA, theNT and Queensland.
It follows growing expectations that the resources boom isgoing to get even bigger.
But the policy will require Julia Gillard to back awayfrom her complaints, made just after she took the prime ministership from KevinRudd, that she was against a "big Australia".But that figure wasnever met after the Government slashed its target because of the globalfinancial crisis.
A 20,000-person increase in the intake would take the total annual number of skilled migrants to more than 133,000 - the target set by the Government in its 2008-09 Budget.
Since then, the skilled migrant intake has been set at about110,000, with the total migrant intake set at 168,700.
One of Treasury's mostsenior officials, David Gruen, used a speech at a conference on the resourcesboom last week to push the argument that the country needed to lift its migrantintake.
In comments that were not posted on Treasury's official website, DrGruen made the point twice that migration would not only benefit the resourcesand construction sectors but also those areas of the economy - such asmanufacturing - which are shrinking.
In addition to helping business, moremigrants will also improve the Federal Budget bottom line.
The proposed migrantincrease in the 2008-09 Budget was forecast to lift Federal revenue by almost$3 billion while the States would have shared in a $1 billion windfall fromextra GST revenue.
With the Government seeking to bring the Budget back intosurplus by 2012-13, a migrant intake boost would be helpful, especially at atime that Mr Swan is having to look for more Budget savings to coverconcessions given to win support for the flood levy.
WA Regional Affairs MinisterBrendon Grylls said any influx of skilled workers to the North West waswelcome.
"The last Federal election was fought on a 'smaller Australia'policy, whereas you can't find anyone in WA that actually agrees withthat," he said.
