请教高手etax问题，看不懂啊

有人claim baby bonus吗？我想这个问题应该很多人碰到：

e-tax will ask a series of questions to make sure you are eligible  for baby bonus:

You must satisfy all of the following points.

You became legally responsible for a child on or after 1 July 2001 and before 1 July 2004 – for example, by birth or through adoption. If you adopted, see the note below.

●
You were an Australian resident at the time.

●
You did not have legal responsibility for the child before 1 July 2001.


请问这个 at the time. （You were an Australian resident at the time. ） 究竟是啥意思？是不是指2007/08年度？ 不会是指after 1 July 2001 and before 1 July 2004，如果是这样，我想很多心移民在那个时候都不是Australian resident？

多谢！真搞不懂，它也不讲明白一点。
