English language ability is widely recognised as the essential attribute for success in the

这里是说4个6加15分，但是7分以上就加25分，而并没有说4个7？
不知道这个理解对么？还是这只是一个笔误而已？

没说on average就是指单项，澳洲移民局特有的表达方法。。。

严格来说不够严谨。字面上无法说是4个7还是平均7。

既然前面说过 6是 in all for components 那后面 7 当然也是这样

况且这文章只是表达移民局的观点，只要移民局认为是这个意思就ok了
他可不管你怎么理解，这又不是什么正式的评分标准
