原本希望我的开篇会在准签之日，但自从9.23新政出来以后，准签之日遥遥无期。
我想借此平台，大家互通信息，一齐追踪进度。
请所有的非CSL475的TZ们，如果你们在9.23后further了，或者分VO了，又或者准了的，请及时告知大家，好让我们看到曙光啊。

但现实是，论坛里有一位已经预签的扣款475，DIAC都给他回信说他同样受新政策影响，要拖三年

何况我们仅仅体检finalised而已，哎

应该是923之前频繁调查导致的积压的贝雕任务，领事馆只负责接任务调查，他们不管什么923政策。如果没有说错，以后很长时间内，大多数非CSL不会被调了。不信，以后的时间来验证。

我也是最后一步呀。看我的签名吧。
我觉得大家应该一起努力，移民是我们的梦想，但现在像一群呆宰的羔羊一样任人摆布，不应该这样的。
我前两天已经给投诉组写了信，还会给移民局长和总理写信。
如果大家觉得我们不应该受到这样的待遇，应该采取一些行动，而不是坐视不理。
想想移民局这种不负责任的做法，让我们的多少心血白费了，有多少人会因此受到影响。背调了的工作有可能都不保了，体检了的生活受到多大冲击。到2012年，工作经验里的4年中的3年都已经过期了，雅思是不是还要重考？现在说是不会，你知道移民局会到那时有何变化？我们受的骗还少吗？
希望大家都加入Jessica建立的msn群，我们一起想办法。

严重同意！我的体检都finalize了，无刑也递交了。我的劳动合同到期，公司知道我要移民就不续签了。在新政出来之前我的最后工作日就announce了，这个新政真的太害人了！BTW，前天使我在公司的最后工作日。现在只有重新找工作了

Australia migration conference to be held next week

Australian migration, of particular how those who emigrate to Australia can live, work and study, will be discussed in Melbourne next week as part of a national migration conference.

The Migration 2009 Conference, to be held October 8 to 11, will be attended by migration advice professionals, lawyers, Commonwealth and state government agencies, skills assessment authorities, education providers, and community and refugee organisations.

CEO of the Migration Institute of Australia, Maurene Horder, said the conference is attracting a range of professionals who are at the forefront of the Aust ralian immigration debate.

"Immigration policy has been going through unprecedented change. People’s lives are being affected by the many recent amendments to all classes of visas. This conference will explore the economic and social impacts,” Ms Horder said.

我也将给会给澳移民局长和澳总理写信，但现在不写。

有消息州政府和移民局要磋商协调，等10月过后看动静，再决定不迟。不承望写信会有什么结果，但至少让他们这两个人物知道一些反馈。

副申请的体检9.24met，但是住申请的还是finalist。

回楼上，我预签后遭遇9月23日新政，伤心欲绝，后来知道有人预签后获准，便也叫中介帮我写信给CO，那已经是长假果后了，后来中介就帮我跟。后来就扣款，过一周准签。

写个反映当前政策看法的信倒是不错，即使被丢垃圾信箱也没有什么损失．至少还是积极的态度．

我发了complain信，回复如下：
Thank you for your feedback on 22 October 2009 concerning the new direction in priority processing.

The new priority processing arrangements for General Skilled Migration
(GSM) visas are designed to better address the needs of industry by targeting skills in critical need across a number of sectors.  The arrangements are one of the measures used to ensure that immigration is responsive to the current economic climate and the needs of the Australian economy.

Section 51 of the Migration Act 1958 gives the Minister for Immigration and Citizenship powers to consider and finalise visa applications in an order of priority that the Minister considers appropriate.

I appreciate that the changed priority processing arrangements have caused additional stress to applicants such as yourself.  However, while the Direction changes the order in which applications are processed and the length of time until a decision is reached on some applications, it does not change the requirements that must be met in order to be granted a visa.
Case officers must adhere to the Minister's Direction.  The new direction in priority processing has been applied equally to all applications for GSM visas received by the Department of Immigration and Citizenship but not yet finalised as of 23 September 2009, including those already assigned a case officer.

I encourage you to explore other working visa options for Australia and to consider our employer sponsored visas under the Regional Sponsored Migration Scheme (RSMS) or the Employer Nomination Scheme (ENS).  Under each of these options you would need to seek out an eligible Australian employer who would sponsor you and guarantee to employ you for a period of time.  Further information on these schemes is available on the Department's website at:

You can also search for the visa most likely to meet your circumstances by using the Visa Wizard on the Department's website at:
www.immi.gov.au/visawizard/

As the economic situation changes, the Australian Government will review its measures to ensure that the objectives of the skilled migration program are achieved.  For further information on how the current processing priorities will affect your application, please see the Department's website at:

As you are aware, new priority processing arrangements were introduced forcertain skilled migration visas on 23 September 2009. These arrangements are designed to better address the needs of industry by targeting skills incritical need across a number of sectors and are one of the measures used to ensure that the skilled migration program is responsive to the current economic climate and the needs of the Australian economy. The priority processing Direction applies to applications in the pipeline that have not been finalised and also to applications lodged with the Department ofI mmigration and Citizenship on or after 23 September 2009.

The Australian Government appreciates that migration is a major life decision and can be emotionally and financially stressful for applicants.New migrants make a substantial human and financial contribution to Australian society and the Government is aware that the priority processing Direction impacts on many applicants who will now have to wait longer for their visas to be processed. However, the Government must also take intoaccount the effect of the difficult labour market conditions which migrants, Australian permanent residents and citizens currently face. The priority processing Direction has been designed to ensure that the economy gets the skills it needs now, rather than those of visa applicants who applied first.

While I appreciate and empathise with your situation, the new Ministerial Direction on priority processing applies to all GSM applications including those in the final stages of processing. Case officers must adhere to this Direction.

The processing priority arrangements change the order in which applications are processed and the length of time until a decision is reached on those applications which do not meet the new priorities. However, these priority processing arrangements have not changed the requirements that must be metin order to be granted a visa.

移民局的回复早在我的意料之中，只是我之前听说移民局的complain是需要review的，所以我希望我们更多人的心声能够被传达。那样说不定，我们就不用等那么久了。

上班的时候，觉得无聊，每想到一个点子，我都会记下来，然后有空的时候，就写信过去，烦si他们，让他们赶快修改923，哈哈~~

我们的CO，KYM不再接手我们的CASE，我们的申请处于分配新CO的状态，预期结束时间2012年底，于之前923新政公布一致

十月中旬我发了邮件去移民部长信箱，今天收到了回复，其他的与之前移民局complain的回复差不多，有一段不同的贴上来大家探讨一下吧。

The new direction in priority processing has been applied equally to all applications for GSM visas received by the DIAC but not finalised as of 23 September 2009. No grace period was provided prior to the implementation of the revised priority processing Direction as the Minister needs to be able to respond quickly to the needs of the Australian labour market. Applications that previously received a very high priority but no longer have this status will continue to be processed but behind those applications with a higher priority.

个人认为，州担保非CSL的case会审理，只是需要些时间，而且这封信里也没有再提及到2012年，感觉上是不需要等三年之久的。坚持就是胜利！

听说了国外有两个非CSL的case准了，国内这边我们也听说有一个，但具体的就不太清楚了。按以下消息应该是开始处理非CSL了：
This just in from the Department to the MIA. I think it presents a relatively disappointing perspective that there are not large numbers of Category 5 visa grants anticipated in the current program year (to 30 June) but that those most likely to be granted are those where health and character tests have been requested by a case officer:

Processing of some State sponsored non-CSL GSM applications
There have recently been reports and speculation about the processing of some State sponsored non- Critical Skills List (CSL) General Skilled Migration (GSM) applications.
These are the Tier (or Category) 5 applications: that is, applications from people who are nominated by a State/Territory government and whose nominated occupation is not listed on the (CSL).
In order to provide realistic expectations for your clients, the MIA has been discussing the matter with DIAC to obtain an accurate statement of what is happening.
DIAC has today provided the MIA with the following statement:
“The Department is processing applications according to Ministerial Direction No. 42 - Order of consideration - certain Skilled Migration visas. The Department anticipates that a small number of State sponsored non-CSL applications will be finalised this program year. Finalisations will focus on applications where health and character checks have been requested by the case officer.”
