If you are a migrant coming to Australia to take up permanent residence for the first time, or a person returning to resume permanent residence, you may enter duty/tax free any unaccompanied effects - other than controlled items - which you have owned and used overseas for 12 months (or more) before your departure for Australia.<br>

我的理解：1.对于移民第一次登陆或者永久居民返回澳大利亚，任何不随身携带（比如海运）的物品，均可免税。<br>2.对于其他人，不随身携带（比如海运）的物品，必须是使用超过12个月的，才能够免税。<br>

应该是到澳洲之前已经使用12个月以上的东西才能免税。<br>

Yes, as a new migrant, you are entitled to bring in your personal and household effects without paying any customs duty or taxes, provided you can satisfy Customs when they are imported, that you have owned and used these goods for over 12 months prior to you first arriving in Australia. <br>
There is no time limit on importing your personal and household effects. Any time the goods are in storage, does not count in the 12 months ownership and use provision. <br>The time that you are here in Australia and your goods are still overseas, therefore will not qualify in the period of ownership and use. On importation, you will have to satisfy the Customs Inspector that you are entitled to this concession. You may be expected to produce evidence of ownership and use. Receipts for purchases may be asked to be produced. If there is any doubt that you are entitled to this concession you may be asked to pay customs duty and GST（可能是消费税goods and service tax）. Below are some examples if you are required to pay Customs. <br>Normal household appliances would generally attract 5% customs duty and 10% GST. <br>Towels, clothing 25% customs duty and 10% GST. <br>There is a sliding scale of depreciation on goods owned and used for less than 12 months: <br>
