Please check you have allowed enough time for delivery (see step 2 above). Applicants who are not eligible

Longer Tourist visas will not be available to other family members like partners or children who have existing permanent visa options with shorter queues.

It is unlikely that parents who have previously been refused a Tourist visa will now meet the requirements, unless their circumstances have changed.

Tourist visas are not intended for maintaining ongoing residence in Australia. Accordingly, longer Tourist visas will not be considered for parents who:

are already in Australia; or
have already spent 12 months in Australia in the last 18 months.
If you have recently stayed in Australia for an extended period, you will generally not be considered for a longer Tourist visa until you have spent a minimum of 6 months outside Australia in the last 18 months at the time you apply for a new Tourist visa. For example, if you have spent the last 12 months in Australia, you should wait for 6 months before applying for a new visa if you wish to be considered under these arrangements.

时常看到同学们询问说103材料寄了结果过了几周，有些同学被划走了申请费，结果一封信都没有收到。在这里和大家分享一下自己帮父母申请103的经历，希望给大家提一个醒——就是办理这些事的时候要时刻follow up，因为除了你自己没有人会更关心它的进展，千万别以为材料递出去了就完事了

好吧，进入正题

我是去年4月底寄出的103申请，通过Australia Post Express Service寄到Perth Locked Bag地址，通过网上查询确认移民局收到了我的信件，觉得心里的大石落下了！一周之后的周六申请费从俺的账上划走了，白花花的大洋啊，但还是心里觉得挺开心的毕竟表示人家开始受理咱的案子了。

从开始准备材料起俺就常在论坛走动，多是看看别的同学们准备材料的帖子。自从申请之后，就常常搜索103划帐之后大概多久会收到确认的信件之类的消息，通常看到说6-8个星期，我也就耐心地等了。结果一等等到end of financial year，看到有和我同期申请的同志们陆续发帖说自己收到了file number，我有点担心了，拨通了移民局的general enquiry在排了几十分钟之后，人家几句话就打发我了，说是大家都赶在6月之前递交申请所以他们特别忙让我allow 6 weeks，好吧我等！

转眼几周过去了,期间俺给parents@immixxxx写过个信得到了很官方的答复，但是俺已经不淡定，所以我再次打了电话，对方听了我的故事问了申请人的姓名出生日期之后表示在他们的数据库中找不到这个案子，搜索我这个sponsor的姓名也毫无结果，虽然他表示一般不会这么长时间但是也可能是信息还没有输入，再次请我耐心。。。
这时候已经是8月了，俺没有耐心了俺生气了！我从银行账单找到了收我申请费的immi Canberra office 然后通过移民局的网站查到了那个office的电话给打了过去，对方表示确实钱是从他们那里process的但是他们不管案子，这条路不通了。。。

这时足迹出现了一个电话号码！是一个排上了队的同学提供的说是可以直接和case officer通话，我感谢那个给号码的同学！俺打去之后一个very nice gentleman听了我的故事，他说这肯定有问题因为不会这么久还找不到信息，然后在表示我不应该打这个号码之后他非常好心的问了我的联系方式，说他会把我的电话转给负责的人他的同事会联系我的。直到这里，我终于遇到了一个真正干事儿的移民局的人！
第二天一早俺的电话就响了，对方是移民局的负责父母移民的manager，她很抱歉他们找不到我递交的材料，但是因为我的信用卡已经划走了所以证明他们是收到的了！这是什么意思？意思就是我的材料在他们的手中消失了！天雷滚滚！我辛辛苦苦准备的材料，表格，公证就这样没了！这算个什么事儿！这是不是中彩票的几率砸到了我头上？对方表示非常抱歉，但是我只能重新递交一次，我可以先把表格填好了直接寄给她她会让我先排队，按照4月底递交的案子的时间来排队，公证什么的可以等到受理到的时候再交。我除了接受这个安排还能怎么样呢？
在这里就要特别给同学们一个提醒！在你帮父母填写表格的时候，千万要填2份，我记得每份表格上都有这么一句话we strongly recommend you keep a copy for your record，我当时看到了也这么做了！而且所有国内做的公证也都让至少给2份公证书，虽然这么倒霉的事儿我偏偏碰到了但好在我所有的材料都有备份，我很快就按照要求把所有的材料直接寄给了那个manager，同时我要求对方给我一封邮件说明他们的错还有我的103申请会当作4月递交的申请来处理。就这样9月初我收到了传说中了letter of acknowledgment，隔天来了一份PDF file的Queue Date，很兴奋地打开一看，大大的写着4th Sep 2012，负责案子的人还是把我的申请延后了。我第一时间给他回复了邮件，把当时manager给我的信也转给了他告诉他我不应该是9月的queue date。第二天就收到了Updated Queue Date 给我改到了六月份!

事情到这里是不是圆满了？
No…………………………

这时候我已经非常地领教了移民局的工作！在收到Queue Date之后，我就上了electronic queue date calculator去查，结果输入Queue Date提示我输入的日期无效。。。。表示在他们的系统中没有这个日期登记的案子，我理解，人家需要时间输入信息，所以我等！同时在足迹上看到大家说queue date一般是每个月15日左右更新，所以我在等到11月中旬依然无果之后我联系了immigration office 长长的故事说完之后，电话那头查到了我的queue date然后依然解释没有输入。不过接线员在系统中查到了我也就放心了不少！果然在圣诞假日前的最后一个15号俺终于在输入那个日子之后看到了排对的人数。虽然有2万多，但排上了，终于排上了！
故事到这里就结束了

这个事情已经发生好久了，我一直想着是不是要分享给大家，但是因为懒惰打字总是没有写出来。不过每次看到有同学发帖说自己几周前递交的，卡上划走了申请费怎么还没有收到移民局的信的时候特别勾起俺惨痛的回忆，今天又在隔壁看到了说1月寄出去结果到现在依然杳无音讯的同学，俺咬咬牙码了这么多的字希望大家看了不要觉得我罗嗦。

从我的故事中希望以后的同学们能吸取教训和经验：
首先建议大家用Registered/ Express Post，能在网上查到信是否收到；
其次在收到6-8周之后如果没有信息回馈，要主动联系移民局，千万别认为他们收到了信件就万事大吉了！在他们千千万万的材料中‘一不小心’遗失了你父母的材料的可能性也是有滴！
还有就是所有的材料千万记得留一份备稿，即使不像我的故事中那样在掉了材料的时候可以备用，毕竟父母移民排队毕竟是好几年的事情，几年后排到了你，哪里还记得当时填的情况是否改变了，所以多留一份是有备无患的！

好了，我的故事讲完了！希望大家都申请顺利！不要有我这样的遭遇^0^

Mr XX,

As per our phone conversation, we will need to see the following from you:

Letter from your accountant either stating your weekly, fortnightly, monthly or yearly income. If they are stating your yearly income this will need to state that this is an estimate for the 2012/13 financial year.

Once you have this letter you have the following options:

Return the original to a Centrelink office;
Fax a Justice of the Peace certified document to 1300 786102; OR

Scan and attach a Justice of the Peace certified document as an email to welfare.nso@humanservices.gov.au

总结一下：

Westpac的黑卡是明确说清楚的，government charge不算点数，但是根据我打探来的消息，PVC的这个EFTPOS没有被加到政府列表里面，这个条款一直存在，不是什么新的东西，
但是由于前面所说的漏洞，所以一直以来PVC刷westpac的卡，也是可以有积分的。一元澳币3个点数

ANZ的卡，明确说清楚的是，如果是Bpay方式付的政府款项，都没有点数，但是如果是按照信用卡划款的这种，都是有点数的，所以PVC的收费是有点数的，也是一元澳币3个点数。

黑卡的卡费是395，送40000点
ANZ的卡费是149，送20000点

如果申请两个人，84000澳元，就是252000点
黑卡一共可以拿到292000点，ANZ是272000点
我用我家比较经常用的Bunnings的卡来折算，
黑卡大概能返还1650， ANZ是1250，算上卡费的246元差价，大概黑卡能多赚150的样子

如果家里只申请一个移民，黑卡是166000点，ANZ是146000点，黑卡返还大概900，ANZ是大概700，算上卡费的246元差价，ANZ能多赚46元

还有一个安全的选择就是申请ANZ的Qantas卡，现在申请还送40000点积分，不如上面两个划算，但是不用担心government charge或者cap的问题

Contributory parent category processing arrangements

In the 2013–14 Migration Program year, 6675 Contributory Parent visa places are available for applicants applying from in and outside Australia.

Based on current planning levels if you are a new Contributory Parent visa applicant, you can expect to wait 12 to 24 months before visa grant consideration, depending on your circumstances. As current migration planning levels sufficiently cater for demand for these visas and the Contributory Parent visa is currently not subject to queuing arrangements, you will not be provided with a queue date.

If you are applying for Contributory Parent visa, you should note that processing times can vary. how long is the waiting time for this visa? I just post my mom's one out today. fngerscrossed there won't be any issues, and it will make it to the current fees. 1st Sept the fees will increase by $6000 for the 2nd payment.

It takes approximately 18 months from the date of lodgement of your contributory Parent subclass 143 to be allocated to a Case Officer.

Once a Case Officer has been allocated, they will contact the Authorised Recipient in writing requesting further information. We are currently processing visa applications for subclass 143 that were submitted on 11 June 2012.

Your parent visa application has not been allocated yet. Once it is allocated, your Case Officer will contact you in writing.

移民局给FN的时候，一般是累计几天的APPLICATION，一起记录进SYSTEM的。谁的application放在上面，谁的号码就靠前咯。
反正他们是按日期来排序分CO的。

大致如下：
我是谁谁谁，CENTRELINK打来的。请问你是谁谁谁吗？我们几号收到了你的AOS 申请.
我想告诉你一下，你是否明白你的责任？这个时候你回答YES。
然后，他会说，你十年之内不能再担保其他人了。你回到知道。
然后，他就说，好的，我今天就会给你发信做BANK GUARANTEE，你会在几天之内收到。
这个时候你要问他的联系方式。好在做完BANK GUARANTEE之后，把东西传真或者EMAIL给他。

需要Print out " consent form". 签名后还要Scan.
递交后第二天就收到email说AFP已经processed.
We are pleased to confirm that your National Police Check (NPC) has been completed and your certificate will be dispatched via the next available Australia Post service to your nominated mailing address.
一周内收到AFP letter.

Note:
-. If you are the sole provider of an AOS, the bank guarantee account must be in your name.
-. You should take Bank guarantee request form with you when you go to the bank. You will be issued with a Bank Guarantee and the Acknowledgement of Deposit.
You must provide these two documents to any Centrelink Customer Service Centre, FAX or email with 14 days of the date that you receive the request form.

Bank Gurantee done. 把开出来的documents交给了Centerlink.等AOS granted....
无犯罪证明已用Registered Post发出, Post office的人说需要4-5 working才能寄到移民局

第三天Registered Post寄到Perth. 当天有人签收. 状态显示delivered.

本来想用HSBC的Visa credit card或 debit credit来付2nd VAC，发现HSBC的卡刷不了那么大额，有预付也不行
今天打电话给ANZ询问，听起来他们的Platinum rewards card还是不错的，能刷大额还有积分。Amex卡的积分要比Visa卡好，
所以选了Amex。他门还说开始3个月是双倍积分。通过电话审查就Approved了。说等3-5工作日letter就会寄到家里，然后去Branch去卡。

给Centrelink打电活询问AOS有没有Granted, 他们说现在还在under process。。。还要等。。。。。。。。。

给centrelimk打电话，等了50分钟才打进去… 还是没有进度, operator说会给AOS team发note, 不知道有没有效果…

28天马上就要到了.........

嗯，又花了50分钟才打通了centrelink，终于AOS Granted，看来锤还是管用的. 等Granted letter...

From 19 April 2014, a credit card surcharge will apply to transactions made using Visa, Mastercard, American Express, JCB and Diners credit cards. The following rates will apply:

Visa and Mastercard - 1.08%
American Express and JCB - 1.99%
Diners Club International - 2.91%
