错过了市政府的Green Waste promotion

我到市政府网站上想订一个绿色角垃圾回收桶，看到网站上说：
Bin(s) will be delivered within three working days of placing an order, however, due to the overwhelming response to the Green Waste promotion that ended 31 October 2012, bins ordered during that period may not be delivered for up to three weeks.
我错过了什么Promotion?

或者就是免费给你扔几次垃圾而已。:L

免费的 GREEN BIN，丢树枝树叶的。但是每季度交 COUNCIL RATE 的时候要多交处理费。每两周收一次。算下来一箱树枝大概一块多不到两块的处理费用。
