是一个澳洲标准里面的段话就是说明 这些要求在什么情况下适用，或着不适用。The requirements for specific damp situations are additional to , replace,or modify, the general requirements of the other Section of this Standard.
Where this Section does not specify a requirement the relevant requirements of other Sections of this Standard apply.麻烦那位英语高手能 给翻译一下，或者跟分析下句子成分 哈哈，看了一天了还没有明白。 非高手试分析。
第一句的动词包括并列的3个 are (additional to), replace or modify。意思是对于潮湿条件的专门规定独立于，取代或修改本标准中其他条款的一般性规定。
第二句就好理解了。此条中未指明相关规定时，本标准中其他条款的规定适用。 看着中文还是有点别扭，第一句话 是想表达什么意思呢 另外 additional to 不是添加的意思吗， 楼上的翻译挺不错了。我来试译一下：

我觉得这句话，实际上就是把标准中其它章节的一般要求给提高了。潮湿情况下的要求和一般要求，哪个更高，哪个就适用。因为，作为补充，就是说在潮湿情况下有的要求，在一般要求中却没有，这时候就作为一种补充。取代和修正，就是潮湿情况下的要求和一般要求有冲突的情况下，采用潮湿情况下的要求。

“我的理解”头两句话有点画蛇添足，即“实际上就是把标准中其它章节的一般要求给提高了。潮湿情况下的要求和一般要求，哪个更高，哪个就适用。”因为未必正确。 把剩下部分略作改动就很好了，我来改动一下，请5楼不要介意：
作为补充，说的是如果在潮湿情况下有要求，而在其他部分一般性要求中没有的情况下，这时候（潮湿情况下的要求）就作为一种补充。取代和修正，就是潮湿情况下的要求和（其他部分）一般要求有冲突的情况下，采用潮湿情况下的要求。
