"Formal Citizenship Test" discussion paper released. <br>

The Parliamentary Secretary to the Minister for Immigration and Multicultural Affairs, Andrew Robb, today released a discussion paper for public reaction to a proposal to introduce a formal citizenship test. <br>

The discussion paper seeks public comments on four key issues: <br>
<br>
Should Australia introduce a formal citizenship test? <br>
What level of English is required to participate as an Australian citizen? <br>
How important is knowledge of Australia for Australian citizenship? <br>
How important is a demonstrated commitment to Australia's way of life and values for those intending to settle permanently in Australia or spend a significant period of time in Australia ? <br>
"Australian citizenship is a privilege not a right," Mr Robb said. <br>

"To take out citizenship I believe it is critical that immigrants develop English skills which allow them to communicate effectively with their fellow Australians so they might fully realise the great opportunities available in Australia through jobs and education. <br>
<br>
"It is also important that they have a good sense of the Australian way of life, our shared values, customs and history. <br>
<br>
"A formal citizenship test should be a valuable part of that process ensuring that people are ready to fully participate in the Australian community." <br>
<br>
"Importantly, we want people who come to Australia to fully participate in Australian life and to do this to the fullest extent as Australian citizens." <br>

The discussion paper features the significant developments in citizenship testing in the United Kingdom, the United States, Canada and the Netherlands and seeks community reaction to elements of these tests that could be appropriate in Australia. <br>

Copies of the discussion paper can be obtained either by visiting www.citizenship.gov.au/news or by ringing 131 880 to receive a mailed copy. The website also has a feedback facilitiy or comments can be mailed direct to the Citizenship Taskforce, DIMA, PO Box 25, Belconnen: 2616. The consultation period closes on 17 November 2006. <br>
