请大家看啊第一和第二优先级根本没什么量啊

Migration Program numbers do not include New Zealand citizens or holders of Secondary Movement Offshore Entry (Temporary) Secondary Movement Relocation (Temporary) and Temporary Protection Visas and are detailed at the top of planning range.

1 Includes spouse, fiancé and interdependent. Net outcome as places taken by provisional visa holders who do not subsequently obtain permanent visas are returned to the Migration Program in the year that the temporary visas expire.

2 Includes Child-adoption, Child Dependent and Orphan Minor.

3 Includes Aged Dependent, Carer, Orphan Unmarried and Remaining Relatives.

4 Includes Designated, Contributory and Non-contributory Parents.

5 Includes Employer Nomination Scheme, Labour Agreement, Regional Sponsored Migration Scheme.

6 Includes State/Territory Nominated Independent Scheme and Skilled Independent Regional.

7 Includes brothers, sisters, nieces, nephews, non-dependent children, working age parents, grandchildren and first cousins who have been skill tested.

8 Net outcome as cancelled visas are returned to the Migration Program in that year.

我们真正担心的是那个附加说明！

。。。。就是说即时可以有条件，也可以暂停其他的

9月份SA雅思5.5分还没出来，当然没那么多啦。明年475、176肯定激增啊，还给予500个州担灵活处理名额，而且495还有CASE未处理完啊，还有一些准备做175但还没做175的可能会转做176，这样的话第二优先人数增至20000都是比较正常的。

想做175换成176的肯定很多，但是我认为,移民局给出的PLANNING上洲担保的名额就是这些,无论洲担保申请人数再多,名额用完了就完了,应该不会用独立移民的名额去填补新增的洲担保的申请人。换句话说，雇主担保\洲担保\独立\亲属的数量都是按照一定比例来分配的.

比如他计划雇主担保人数是28000个,作为第一优先, 大家都去找到OFFER了,突然有50000个人申请了,我觉得他不可能从独立或者担保里面拉出22000个名额, 把那5万个都人都批了, 削减其他类别的名额...

移民局应该会根据这张计划表来控制这个比例关系. 虽然新政以后各洲担保人数没有上限,但是也会控制在9350左右的吧,移民结构的合理均衡性也是很重要的.

对于不同申请类别，保持与上年的结构平衡是必须的, 如果变动过大,是需要给出合理解释的，因为每年这张移民结构表都是会对外公布的.但是对于同一个申请类别, 比如独立技术的,就不存在结构和比例控制,一共7万多个名额, 移民局完全可以根据就业市场的情况多批CSL的,少批非紧缺的.
