新打分系统下的pass mark

目前175 的pass mark是120,假如打分系统大变,那这个pass mark还会是120吗?
假如pass mark 升了,这将会变相的影响已递交的申请,因为:

但是如果是降了的话,那么也许有一批以前过不了的人,现在过了.
