请问鉴定工程师必须要有国内的工程师职称才可以吗？

今天看<MigrationSkillsAssessmentBooklet.pdf>看到这样一段话：
You must provide certified true copies of your original
degree/diploma testamur (certificate) and any other
subsequent engineering qualifications together with their

这个是不是指的就是国内的工程资格认证啊，这个是必须的吗？

另外问个问题，我提交的资料是需要一个证明人吧，这个证明人是谁?必须是我的主管？我的同事可以不？证明人一个人就够了，还是不同的材料用不同的人？哪个好点
