job-hunting for planner

I am new coming in melbourne, before settled, i have 2 years working experience in the property developer company in shanghai, also i have the master degree in built environment by studing abroad in europe. but, i have no local working experience and no local education certificate as well.  

my problem is how to start my career in new place, at this moment, i try to apply for the position of the statutory planner in the local council, but there are under way

I think freeoz is very useful platform and i am also inspirited by the successful story of many friends, so i think i should talk about my story of job seek.
and i am appreicating for all of your advice

自己来报告一下，最近的找工经历。

今天打了电话问中介了，中介直接说，有无local expereince，并且告诉我，有一些volouteer的工作可以先试起来。不过，他说没有local experience，真的会比较麻烦。

粗看一下英文， 有几处错误。 建议找工的简历， email， cover letter 这些好好review一下，不要出现明显的问题。否则给人印象就是英文不好。

我的专业是URBAN PLANNING。PHD第三年了，预计明年12月毕业，过几个月开始找工作。但是我导师说像我这样没PR的博士毕业生，又没工作经验，进COUNCIL很困难，建议我留校继续博士后，但又不担保我移民，只能工作签证，矛盾中。

请问LZ，PLANNER的职业评估是什么啊？谢谢

urban planning以前是归Vet评估的50分专业么
现在就不知道了
