Under the two-year plan, beginning July 1 this year, those purchasing properties off-the-plan will pay no stamp duty, a saving worth up to $22,490 each, Mr Roozendaal said.

A 25 per cent stamp duty cut will also apply to those buying a home worth up to $600,000 which is under construction or just completed.

Sydney-based buyer agent Rich Harvey, who is chief executive of Propertybuyer, said moves to scrap stamp duty on pre-sales were a step in the right direction and would certainly lead to more property transactions.

"That is a definite incentive -- that is making us competitive with Victoria," Mr Harvey said.

"Stamp duty makes a negative impact on decision-making."

Mr Harvey said pre-sales decreased during the global financial crisis as buyers were deterred by the fragile economic climate.

Residential developments have stalled since the crisis because the banks have raised the level of pre-sales needed as part of their criteria to offer funding.

"Some funders are requiring 100 per cent," Mr Harvey said in reference to pre-sales.

The NSW government announced yesterday that for two years from July 1, those buying properties off-the-plan worth up to $600,000 in the pre-construction phase would pay no stamp duty under the government's NSW Home Builders Bonus scheme.

The move would potentially save a buyer up to $22,490.

The government also promised that new home buyers would have a 25 per cent stamp duty cut on new homes up to $600,000, which would result in a saving of $5623.

Those buying a vacant block of land would pay no stamp duty, while first-home buyers would receive $29,490 in benefits if they purchased off-the-plan in the pre-construction stage. And those over 65 who sell their family home in the next two years and downsize to a newly constructed home worth up to $600,000 will be exempted from stamp duty.

Mr Harvey said the concession for those over 65 would have a minimal impact because most downsizers wanted a comfortable place to live and would probably pay more than $600,000.

Kevin Stanley, executive director of global research and consulting for real estate firm CB Richard Ellis, said the waivers and stamp duty discounts for buying new homes would improve affordability, especially for the first-home buyers.

"With interest rates rising home affordability is deteriorating, and any help to those buying a house is welcome," Mr Stanley said.

The stamp duty initiative could help to alleviate the shortage of housing in Sydney and will provide a boost to the housing construction industry.

"NSW needs to do all it can to boost economic activity and growth to catch the fast re-emerging resources-based states," Mr Stanley said.

But Meriton founder and chief executive Harry Triguboff said he was disappointed the concessions did not also apply to pre-sales for projects under construction.

He said the budget failed once again to address the really big and long term issues, such as transport in Sydney.
