做679签证的sponsor是不是一定要在澳洲住2年以上？？

急问如题，
一定要至少在澳洲住上2年才可以做担保人吗？？

我从移民厅的网站读到（ http://www.immi.gov.au/visitors/ ... ibility-sponsor.htm ）：
Sponsor Eligibility
To be a sponsor for this visa, you must be:

•an Australian citizen or permanent resident
•aged 18 years or over
•settled in Australia for a reasonable period, usually 2 years

请教有经验的筒子。

Couple months ago, just rejected by a case officer, it sated that i only "settled" in Australia for 9 months, and it usually requires 2 years!
