Zoned 2b--到底什么意思？

如题！
5百多平米的房子，看房时候AGENT说，只要COUNCIL同意，是可以改建或者重建的；
出OFFER前，跟AGENT确认时，他又说不可以了，全面否认了先前的解释。
请有经验的TZ支招！ZONED 2B到底是什么意思？能否增建、改建、或者重建？

很详细了。但还是不太明白：是不是recreation areas的用途就可以，那home occupations是什么意思？盖个VILLA住人是否可以？或者买个活动房放在GARDEN里住人是否可以？
