下面是2/8新政出来当天的同一位置的声明

Q 7 I am currently undertaking study in a MODL
occupation. Can I claim MODL points when I lodge my
GSM application?
No. The MODL was revoked on 8 February 2010. This
means that if you lodge your application after this date
you will not be able to claim MODL points. MODL points
can be claimed by people, who at 8 February 2010 are:
• holders of a subclass 485 visa granted before
8 February 2010
• applicants for a subclass 485 visa lodged before
8 February 2010, or
• applicants for a GSM visa lodged before 8 February
2010.
These applicants must lodge their GSM application by
31 December 2012.

既然2/8之前提交的application才有效，那么为何又有These applicants must lodge their GSM application by
31 December 2012.

难道是提交2个不同的application?

点子后面的人在2012年12月31号之前提交永居还可以有MODL加分

Recent MODL Changes
From 8 February 2010 all MODL occupations are removed from the MODL. Therefore, all applicants who lodge an application on or after this date will not be eligible for the award of MODL points unless the applicant:

•holds a subclass 485 (Skilled-Graduate) visa or has applied for a subclass 485 (Skilled Graduate) visa and is yet to apply for a permanent or provisional General Skilled Migration (GSM) visa
or
•on 8 February 2010 had a pending application for a GSM visa.
Note: Applicants must lodge their GSM applications by 31 December 2012.


同样的话，也出现在ACS职业评估网页中

我的理解是否这样，在2/8之前已经提交移民用职业评估的，可以继续拿到MODL评估，并且可以在2012/12/31前用于申请移民签证lodge?

否则由于职业评估的各个官员进度不同造成同时提交评估的人，有的在2/8之前上交移民lodge，有的还在等职业评估结果，是否不公平？

移民局应该考虑到这点

不过也有可能是ACS能够认定MODL然后使CSL能否继续其作用，但是15分加不上了

认定和加分是两回事

能够继续加分的是有485的留学生
至于ACS上的那句话，没明确说到算不算CSL
LZ，加分就不要奢望了，CSL我觉得还值得关注，不过我们这种ACS还没下来的确实意义不大了。

我的理解是ACS继续提供MODL的认证声明，也就是在RL上说你是符合MODL ...的。但是MODL是否可以加分，是否CSL，是由人家移民部决定的。两码事。
