非优先的同学，我有很吐血的消息（官方消息）

上个月新政策发布后我给移民局发了一个feedback询问非优先的案子会如何审理，今天收到了第二次回复，发件人是team14。
全文如下
（留意黑体字。。。）

Dear Mr Xxxx,

I refer to your feedback received on 19 December 2008 regarding the recent
changes to the skilled migration program.

As you are aware a new priority processing direction came into affect on 1
January 2009.  In accordance with this direction the Adelaide Skilled
Processing Centre will give priority to applications that have a State or
Territory Nomination (STNI) and then to those applications where an
applicant has nominated an occupation on the Critical Skills List (CSL).

The direction affects all applications being assessed by the ASPC whether
they were lodged before or after 1 January 2009.

Once applications have been allocated to a case officer they will continue
to be processed to finalisation.

The Adelaide Skilled Processing Centre will now allocate applications to
case officers in the following order:

·     Those applications with a successful STNI nomination, then
·     Applicants who have nominated an occupation that is included on the
CSL, then
·     Applicants who have nominated an occupation that is included on the
Migration Occupations in Demand List (MODL); and then
·     all other applications.

You lodged an application for a Skilled - Independent (VE 175) visa
nominating the skilled occupation of “Computing Professionals -
Applications and Analyst Programmer” (ASCO Code: 2231-17). This occupation
is not included on either the CSL or the MODL and therefore this
application is not currently eligible for priority processing.

We are unable to advise when this application will be allocated to a case
officer.  Allocation dates will vary depending on the volume of
applications received and the number of applications entitled to priority
processing.  Having reviewed the current caseload I can advise that it is
unlikely that this application will be allocated in the current program
year.

The Department of Immigration and Citizenship acknowledges your concerns
that the processing time for this visa application may now be longer than
you anticipated at time of lodgement.

楼主是08.3.25递交的吧,那肯定要一年多时间了,我们前年8月的还没分vo啊

老外说的很明白：你的职业既非CSL也不是MODL，所以不符合优先处理，无法告知分VO的时间，而且据他按照当前case的工作量来看09年7月1日前你是分不到VO了

我申请的时候，移民局至少还说了15个月处理完这样一个时间概念，虽然他们没有遵守时间。但看这位老兄的邮件，确是连一个具体的时间都没有给，不知道移民局到底在搞什么东东。

移民部在07年末时有这样一种说法：15个月处理完申请的75%，剩下的25%将要超过15个月，但是具体超过多长时间没说。这就是移民部显得相对高明之处，即不把话说死，给自己留有回旋余地，否则将会遭人诟病。
从处理进度上来看移民部也确实没有食言，仅就07年9月1日前的申请人而言，大多数不也是15个月左右下签了吗，超过15个月的毕竟所占比例不是太大。只不过又适逢新政，导致中国很多申请者都不在优先之列，造成的后果就是时间滞后比07年末时的承诺还要严重。要是这样的话在08年3月申请的仅在紧缺职业名单上的E-175,差不多得到2010年初才能分签证官。
