关于childcare rebate

请问是不是不管收入多少都可以申请啊？我看政府网页说必须符合child care benefit才行，而那个是要看收入的。如果收入超过上限，是不是意味着Child Care Benefit只可以领很少的钱（几毛一个钟），但是退税还是可以３０％？

childcare rebate的三个条件：（from 1 July 2005 to 30 June 2006 for the weeks you: ）
used approved child care
received CCB, and
passed the CCB work/training/study test----The number of hours your family can receive Child Care Benefit for approved care depends on whether you, or you and your partner, satisfy the Child Care Benefit work/training/study test. If you wish to claim between 24 and 50 hours of Child Care Benefit per week for each child in care, you need to show that you and your partner both have work, or work related commitments, for at least 15 hours a week or at least 30 hours a fortnight, or have an exemption to this requirement.

条件之一是有CCB啊！而CCB是和收入挂钩的。是不是CCB即使收入超过上限也有钱领？
