求证配偶雅思成绩能否申请后递交，有请已经申请E175的同学

移民局网站对于申请时的最低要求是这样说的：
If you do not have all of these documents and you need to lodge your application urgently, you must ensure that you meet the minimum requirements to apply for this visa.

At the time you apply for this visa, you must meet all of the following requirements:

you are under 45 years of age
you have paid the correct visa application fee
you have lodged your application with the Adelaide Skilled Processing Centre (ASPC)
you meet the English Language threshold
you have obtained a positive skills assessment from the relevant assessing authority for your nominated occupation
you meet the recent work experience requirement or have met the two (2) year study requirement in the six (6) months before lodging your application.

这上面没有提到副申请人的情况，是不是可以这样理解，副申请人的材料并不是一定要申请时就有，缺少部分材料并不影响申请提交
