鉴于很多国内的童鞋对payroll的工作没有太多的了解，把有关payroll的信息清理并集中一下，也提供个平台便于大家讨论，也为大家普及一下payroll的认识：

payroll是个介于人力资源和会计部门之间的一个职位,在澳大利亚有时payroll属于人力资源部门, 属于财务部门。payroll其实与两个部门的关系都很紧密。payroll主要工作是发放工资，在国内工资制度很简单，发工资在系统里设置好就可以自动发放了，不需要人为的过多处理，在澳洲有非常复杂的工资制度，Award system (行业工资管理系统)，leave accrue system （假期管理系统）, Salary package system (合理规划工资结构)等等，payroll需要大量的进行大量的准备工作才可以发放工资。

从HR的角度，payroll除了协助HR处理员工入职、离职的工资方面的事务，payroll也要协助HR对政策进行监控，以确保公司在工资制度上完全符合国家的相关政策。一旦被查出违法，公司有很重的罚款。同时也要协助HR对在职员工的情况进行统计及分析。

从财务的角度，劳动力成本一直是每个公司的最大成本，payroll要协助公司很好的控制这一成本、合理规划工资结构。Payroll会为财务部门提供大量的分析报告。

Payroll的门坎儿

大家讨论过payroll的门坎儿问题。今儿去参加一个year end 的培训。40几个人的班，我数了一下，只有5个亚洲面孔，剩下的全是鬼佬，而且80%是大爷大妈级的，咱中国人特别是有学历真的很有优势。但我发现很多有学历的做这行有个问题，由于只想以此为跳板，不大肯在policy & legislation 上花太多的精力，而那些大爷大妈在这些方面就强多了

payroll的职业前景

不少我接触过的HR director or Finance Director 都提到过找一个好的 PAYROLL比其他的职位的难很多e.g. HR, AP, AP or accounts，我想一个主要原因是，大部分qualified的人都不愿涉及payroll 领域，许多即使作了payroll的，也只是当它是个跳板，可能是payroll一直是被认为是技术含量低的工作，不需要什么学历，没什么发展前途。其实，payroll有很多优势：
1）实际上payroll的工资水平一点不比别的account工作低，在Junior level比AR/AP, accountant assistant 都高，能做多高于个人能了息息相关的，当然，如果你的目标是Finance Director level 的工资，payroll可能就不适合你了。
2）payroll门槛低，没有任何account背景或其他学历的人都可以做
3）需求量大，特别是六七月份，contract or temp会很多。一旦有了工作经验，将来就不愁找工作了。
4）由于payroll中没学历的人很多，如果你有CPA什么的，很容易stand out，由于现在公司对cost control and confidential的管理越来越严，reconciliation, GL, reports, project, policy都希望payroll投入更多，所以有accounts background or qualified人做payroll的优势更明显，也有更多更大的发展空间。
5）工作轻松，熟悉了以后80%的工作是可以闭着眼睛做的。因为payroll的deadline 非常明显，为了保证工资的及时发放，一般工作量都非常reasonable，而且由于工资不能delay，如果你take holiday，一定有人顶替，不可能留到你回来再做
6）由于payroll system要严格满足法律规定，系统不可能有太大的flexible，各种payroll system都非常相近，可以一通百通。

Payroll的基本要求

我对其他的行业不是太了解，在accounting 行业，好像大家好像都集中在几个方面：accounts, AP/AR and forms job。有一个领域被大多数人忽略了- Payroll。其实payroll门槛低，需求量大，工资相对同级别的其他职位要高。一旦入行，非常好找工作。可能很多人认为payroll没有太大的发展空间，不消与做。其实，payroll manager的工资一点不比account差。一般直接report给FC/FD 或HR director。
在payroll行业，绝大部分人是grow with the position，有学历的不多。本地人中做这一行的大都没有任何学历，而移民有学历的也不愿呆在这一行。payroll的需求量很大有几个原因:
1) 任何公司只要有雇人就需要payroll，由于payroll与国家政策联系非常紧密，payroll outsource到其他国家的可能性也不大存在。所以，payroll 绝大多数都是local 化。
2) Payroll process的自动化低，大部分award interpret 是需要人来处理的。所以每一个人不可能process太多的employees
3）payroll的deadline非常明显而且非常confidential，如果有payroll officer take leave，必须找temp不可能由公司其他人分担，也不可能等payroll officer 回来再做。
6月7月是payroll工作最多的时候，不论新入行的还是换工作，都是最佳时候，因为这时候开始准备Payment Summary和payroll Tax annual return是payroll 最忙的时候。
给那些对payroll感兴趣的同学，payroll 大致分为几个职位几所涉及的工作范围和程序：

Junior payroll officer
1) new starters set up: personal information, address, tax, bank, super and salary, leave entitlement set up
2) key in time sheet: award interpret, leave taken
3) Generate EFT, pay slips
4) print reports
5) reconciliation and close the pay

Senior payroll Officer
All Junior payroll officer task plus
1) month end process
2) super process and payment
3) payroll tax lodgement
4) Termination calculation

Payroll Manager
Familiar with all tasks above plus
1) Year End process
2) Work compensation
3) FBT
4) GL
5) Report
6) assist company policy: salary packaging, salary sacrifice, noveted lease policy etc
7) Projects

Payroll 工作是这样的，要有很全面的知识去证明你会做，不想AP，AR是无法证明你会做的，只要知识全面，现在很多公司给payroll应试者笔试，如果你知识方面笔试出色，经验是不重要的
特别是初级工作，公司不会要求你有太多的经验的

seek上搜了一下没看到有初级职位。。。全都要求有经验
有些直接列出了招聘公司的职员数，要求应聘者之前的工作经验是在拥有同等数量级的职员的公司。。

子女补助费用 (Child Support Payment) & 保障收入金额 (Protected Earnings Amount)
Child Support Payment & Protected Earnings Amount是作为PAYROLL OFFICER的必考点，那它们是什么东东呢，PAYROLL OFFICER又该怎么处理呢？

1.子女补助费用 (Child Support Payment) 是指分居的父母双方 (Separated Parents) ，不负监护责任的一方 (Paying Parent) 对负责监护的一方(Receiving Parent) 支付抚养子女的费用。

澳洲民政部 (The Department of Human Services)会根据收入情况作出评估(based on Child Support Assessment or Registered Agreement or Section 72A Notice )来判定并处理不负监护责任的一方必须支付的子女补助费用。

作为雇主，在得到澳洲民政部 (The Department of Human Services）发布的子女补助费用通知后，必须依法把子女补助费用从相关员工（即不负监护责任的一方）的收入中代为扣除交由民政部处理。如果雇主无法履行代扣的法律义务将会受到法律的处罚（the law imposes penalties）

2.保障收入金额 (Protected Earnings Amount) 是指能豁免支付子女补助费用规定的收入金额。即如果不负监护责任的一方税后收入在扣除了子女补助费用后低于保障收入金额，不负责监护的一方就不需要支付子女补助费用。
保障收入金额 (Protected Earnings Amount)在每年的一月一号都会做调整。2015年的更新金额如下：

特别注明
如果子女补助费用是基于法庭指令 (Section 72A Notice) , 不负监护责任的一方将无保障收入金额并被强制代扣子女补助费用。
In other words, Section 72A Notice is based on a given cents per $ rate, & there is no protected earnings amount. This is typically used for casual, contract or seasonal workers. The amount is deducted from the GROSS wage & then the wage is taxed.

我自己是做会计的，兼做Payroll，我们公司不太大。感觉大公司专门做Payroll的工资还是比Aaccounts 强，不过如果要想在会计上发展，可能做AP，AR更好一点，做Payroll再往Accounting上发展比较难。
