本人正在申请ACT州担保，要求提供declaration of Financial Capacity，但是貌似要见证签名，“Witnessed and Signed by a Notary Public, Justice of the Peace or any Government or other official authorised to attest the authenticity and accuracy of information in this pro forma.”， 本人目前在国内，银行不肯签字盖章英文的文件，公证处也不肯做。这事怎么处理啊？？
