关于REGO续费的疑问（WA）

WA关于Licence and Third Party Insurance有两种Rate
一种是Private Rate, 另外一种是Standard Rate
在网站上查到这这样选择的：
Which vehicle licence rate should you use?
Standard rate
You must pay the standard rate if the vehicle does not fit the description of a family vehicle or if you are registered for GST and entitled to claim an Input Tax Credit (ITC) for the Compulsory Third Party Insurance (CTPI) component of this licence.

Family rate
Vehicles that fit the description of a family vehicle are eligible for a concession (private rate) on the vehicle licence fee. To be eligible for the concession, the vehicle must be a car, bus or a goods vehicle that is:

licensed in the name of a natural person;
with an unloaded mass that does not exceed 3,000kg;
is not a heavy vehicle; and
is to be used exclusively for social, domestic or pleasure purposes and not for the carriage of passengers or goods, for hire or reward, or in any business, trade or profession.

All other vehicles that do not fit the description of a family vehicle are not eligible to pay the private rate and must pay the standard rate. This includes, but is not limited to, motorcycles, trailers, caravans and mobile caravans, although these vehicles may be eligible for a reduction in CTPI based on the use of the vehicle.


（1）查了半天没查到description of a family vehicle，请问在哪里能找到吗？
（2）with an unloaded mass that does not exceed 3,000kg; 这个是不是说车的自重不超过3000公斤？ 那怎么知道车自重有无超过这个数值？
（3）怎样判断是否Heavy Vehicle?
(4)is to be used exclusively for social, domestic or pleasure purposes and not for the carriage of passengers or goods, for hire or reward, or in any business, trade or profession.这句话怎么理解啊？那个pleasure purpose是什么意思啊？ not for the carriage of passengers 难道除了司机外不能有人坐？
(5)如果搞不清楚的话，用Standard Rate，是不是自动就cover了private rate的东西？

今天刚续了，
简单说，车挂在个人名下，家用的就是private，公司名下，商用的，就是standard。
自重三吨啊，打开你车前盖，有个铭牌，自重多少多少，绝大部分家庭用车都在两吨半以下。
