标题: 请教附申请人IELTS问题
副申请雅思平均5分了，但是口语居然才4分。分别是5.5/5.5/4.5/4。
收到CO的信说是functional English应该是：
achievement of an IELTS average band score of at least 4.5 in a test conducted not more than
12 months before lodging their application or at the time of processing the application;

但是网站现在规定是：
your IELTS TRF Number to show you have a band score of at least four and a half (4.5) based on all four components.

到底按什么为标准？

我觉得这两种说法没有区别，都是平均分4.5。如果要求每门都4.5以上，应该是：
a band score of at least 4.5 on each of the four components.
