如题, 这样是不是说房主不想卖给我或者不满意价钱啦?

Did you put statement in the contract saying that this offer will lapse in three working days from the time it was made? Otherwise, the vendor has no pressure to answer you, and still keeps looking for better deal.

if the vendor don't sign after 5 cooling days, can i get my 0.25% bonus returned?

If the vendor didn't sign the contract, the contract wasn't effective. That means you don't have the liability for anything. You will get your deposit back in full amount and keep looking for other options. Next time, when you put offer on any property at all, make sure to set time period for the vendor to make a decision. Otherwise, you will be left wondering about where the purchase is going like this time. All the best!
