The highest wisdom of governance （因为上下文这个意思 可以加） is simplicity ( in its power structure 很想加 因为2句话能连起来 否则2句话连不起来 在英文里。 但是又担心算多加了意思), and those in power should use it without perversity
perverse : wilfully continue worngdoings “有錢就是任性”：You can get away with it only because you're loaded.
“有權不能任性”：More power means more responsibility.
