3个问题求解

1、汽车换下来的旧电池如何处理？有规定么？？
2、路局给我寄来了下一年的养路费的信，还有1个月到时间，我要去路局办理还是网上就可以办？我在墨尔本
3、2个月后搬家，是不是要更新个人信息，需要去路局还是网上办理？？
