SA176能去悉尼工作吗？

大家还记得当时提交SA州担保时填的Cover Sheet吗？里头Declaration中关于2年居住时间的一项是这么说的：
Sponsorship is being granted on the condition that I will migrate to and live in South Australia for at least two years.
另，SA官方网站Nomination Criteria中的第12条Commitment to South Australia是这么说的：
12.2 Applicants must demonstrate a genuine interest in South Australia and a commitment to live and work in the state for at least two years by:
可见，SA并未明确要求你live in SA for the FIRST two years。
所以，作为申请人，你也并未承诺过一定头两年去SA，只要任何时间在SA住满2年就算履行了承诺。
再加一句：176的准签信里明确说明这一签证类别是no condition的。SA没有权力因为你头2年不去那里而取消你的签证。
So, legally, it's no problem if you move to and work in another state or territory. 后来好像改成first two years了。。。。
Legally，当然没问题了，这个纯粹是moral obligation 有木有人知道，这个到底有没有确切的说法？Legally确实没有问题吗？（我不是说我就一定要去别的地方哈）。 这个问题论坛里讨论过很多次了

法律上没有问题，居住两年是道德义务
而且的确有人这么做了
