Form 80 is one of the normal documents required to be submitted for all applicants over the age of 16. I don't know when it was first introduced, but it's been around for a fair while and everyone has to complete one.
The character requirement is an important part of Australia's overall immigration requirements and Form 80 simply provides detailed information for each person to enable DIAC to make their decision as to the person's admissibility.
Make sure you tell the truth and that everything matches with any previously supplied information. If you have already told lies on a previous form, don't compound the offence by telling the same on Form 80. Instead, lodge a Notification of incorrect answer(s) Form 1023 before or with the form 80.
